This is the added cinder configurations that install cinder-backup.
/apps/openstack/cinder/configure-cinder:

Added the backup_swift_url to point to rgw endpoint.
Added cinder-backup service

apps/openstack/cinder/files/cinder.conf

added backup drivers and ceph pool to store backups

pillar/apps/openstack/cinder/configuration

added cinder-backup package

We don't have a cinder-backup pool at the moment. Putting this on ice for now...
