Update Configurations to install heat-dashboard

Everything that I read on installing heat-dashboard said that it had to be installed manually.
I installed a package on Horizon in order to install pip.
The manual install required a git clone from the heat-dashboard repo then pip install and finally some files copied over from heat into horizon.
