Package request to support C programming on local classroom systems

@bitskrieg @kyle.w.jefferson I'm requesting a few packages be included on classroom systems to make life in C programming better. I was asked to merge against pillar/infrastructure/clients/packages.sls but I don't have rights to do so. I did request access through the gitlab gui but it hasn't been granted so I'll list the packages here.
