Virtual Interface creation fails on Compute

We're getting "VirtualInterfaceCreateException: Virtual Interface creation failed" and "BuildAbortException: Build of instance aborted: Failed to allocate the network(s), not rescheduling" errors in compute and students are not able to spawn new instances. Recommendations on ask.openstack.org are to place the following into nova.conf on the compute nodes and restart nova-compute:

vif_plugging_is_fatal: false vif_plugging_timeout: 0
