Horizon Issues

Students and instructors reporting rendering problems in horizon. Instance consoles not accessible, floating IP drop-down lists will not populate, "All Users" list is blank when trying to add a user to a project, and other issues resound. Restarting apache2 on horizon-0 corrected issue for some but not all users. Tested "proposed" and "release" versions of openstack-dashboard and could not duplicate the issues. Also not able to sort columns in any view by clicking on the column heading.
