Filebeat integration

This merge request will implement full Filebeat integration into Kinetic. Virtually every Salt Formula configure Salt State will have an entry pulling in the appropriate Filebeat Input or Module file for that respective service. There is also the "standard" log and audit file configurations that get applied across the board through the base Salt State file in formulas/common. This merge request is dependent on the merge request in kinetic-pillar as there is cert information stored there.
